Using Conda environments to run Jupyter Notebooks in VSCode on JupyterHub

Hi there,

Here is a proposal for a post summarizing today's discussion about using custom Conda env for Jupyter Notebooks via VSCode on JupyterHub.

Please, let me know if you wish to include a link to the other post about custom kernels. I am not sure how to link other md files so I just left it out.

Also, I failed to start the dev server on my laptop so I couldn't really access the final result. If you happen to spot formatting issues, please let me know. Maybe we can take a look together at some point.
